  Administrator is able to create a rate/special offer. The Administrator selects the location and email is sent out to all those individual hotels. The Rate is added to the Individual Hotels’ Rate Table. However it is disabled. The Hotel can enable the rate, and insert room numbers. They cannot change the price.
