Its very simple; Using Joomla hbs package iii you can add any city under any state from joomla site administrator area.

> You can edit or delete
> You can keep publish or unpublished
(If you disable any city; it would not show in hotel search module)

>  You also can change order of city.

Please note hotel admin can also add city from hotel admin account. and it will be visible in search module.
